Ray Winfield is a multi-faceted, innovative International telecommunications professional, having delivered and Managed 7 major Telecommunications projects in over 12 different Countries from Canada to SE Asia including 6 Mobile Operators and a Mobile Data Network in the last 18 years. An industry leader in the rapid deployment of high yield Mobile Properties.

Extensive global and progressive GSM/Cdma/PCS/GPRS Cellular business, engineering, operations, development and design experience. Managed several $300 over million annual (wireless) P&L businesses.

Has been instrumental in purchasing in excess of $2.2 billion in wireless equipment and service for GSM /Cdma/W-CDMA world wide, at the same time saving wireless Operators in excess of $38 million in Canada, Vodafone ($15 Million), Millicom International $1 Million….managing one of the largest contract “deal” saving’s of EU 135 million for an African operator.

Setting the winning networks strategy to beat the competition on entry in numerous Multi Market scenarios, including Asia, Africa and the Middle East.

  • Planned, designed rolled out and managed 5 International start up Wireless Networks at the CTO/VP engineering level over 18 years

  • Won the much coveted Vodafone Award of excellence for service quality EMEA

  • Improved and set the competitive wining strategy for a major world class Wireless Operator and hence help return $300 million EBIT

  • Managed 5 Asian Networks in 11 years into service: Malaysia, India, Indonesia, Brunei (Fixed), Cambodia.

  • Managed 3.2 million line capacity networks in Vodafone, rolling out a record breaking 2.2 Million lines in less than 12 months.

  • Implemented 2-GPRS Networks and 1-3GPP release 4 Network. Deep Knowledge of 3GPP Standards. Three years in CDMA-RAN and system engineering

  • Managed large annual Capex Mobile operators; $300 million, Opex $70 Million budgets with Head count in excess of 350 Direct and 400 Indirect Employees internationally.

  • Managed one of the worlds best and highest wireless operating ratios 3,000 :1 (Customer to employee ratio)

  • Have purchased in excess of $2.2 Billion in wireless and network equipment, deep experience in supply chain workings, vendor contracts and pricing

  • Led contract strategies for key punitive based SLA’s in one of the worlds largest Mobile Operators

  • World class International wireless operator (via the CTO council) assisted in setting up in the 5 year global technology strategy plan.

  • Turned around Vendor and operator relationships to a degree that augmented faster feature delivery and greater operator/cost synergies.

Mr. Winfield has also operated for many years within several world class Wireless equipment and service suppliers.
